ARE THE COUNCILS AND THE ROADS AUTHORITY COOPERATING?

Major roads fall under the jurisdiction of roads authority while secondary roads fall under the jurisdiction of the councils. The councils and the road authority should cooperate. The councils should provide services to vendors and drivers from whom they collect duties. The council should establish task force to meet vendors and find out their needs and challenges. They should organise fish and vegetables sellers and separate them from those who sell textiles and other wares. They should help organise workshops of welders, auto mechanics so that they will not place impediments in the streets. They can build kiosks for craftsmen and women so that sidewalks would be tidy, decongested and environmentally friendly.

In short, the council should be able to meet all those people who are likely to be arrested and charged with obstruction and organise them in such a way that they will continue to be productive in their business. Anything less would be coercive and counterproductive.
