The question is worth asking. Separating the two elections does give different life spans to the tenure of members of the council and thus create disharmony in the administration of the council. In short, new councils could only be inaugurated a month after the election of councillors to leave the people to decide. So it is important that the IEC looks into this issue and come up with a final solution to this issue.
