Section 21 Subsection 2 and 3 of the Constitutional Review Commission Act read: “The Commission shall, upon the submission of the draft Constitution and report to the President ,publish the Constitution and the report .”
“The Constitution and the report may, in addition to being published in the Gazette, be published in such other manner as the Commission deems fit.”
It is therefore mandatory for the draft Constitution to be published in the Gazette and discretionary to publish it for circulation. Foroyaa will find out whether what is mandatory has been done. Despite all the debate, once the draft Constitution is published in the Gazette, the President has no mandate to edit what is Gazetted.
