A retreat is an internal mechanism to enable stakeholders to evaluate their challenges and map out plans of action to address them. The government aims to implement a national development plan. It is yet to articulate the plan. However it has made a declaration of intent indicating its commitment to national reconciliation, adherence to constitutional provisions, promotion of the rule of law and commitment to the establishment of truth and reconciliation commission.

Furthermore, it commits itself to development of health and education, agriculture and industrialization.

What is absolutely essential now is to have a complete development plan covering all the sectors. We envisage that when the president takes the opportunity to address parliament he will be obliged to lay before the august body his concrete development blueprint. This will enable the nation to know what challenges will be addressed.
