Governments are supposed to provide universal free education and health care to their population. Successful governments will implement such a mandate. Failed governments will show total disregard to such a mandate.
One would have thought that testing of medicinal products would be seen as a regulatory mechanism imposed by government on those who produce or import medicinal products to safeguard the population from harm. Government should therefore be responsible for testing knowing full well that any cost imposed on the importers or producers will be passed on to the producers. The availability and affordability of medicinal products constitute a life and death question. The way to subsidise medicinal products to make them affordable is for government to take full responsibility for testing such products.
