GPPA Issues Authorization To 27 Procuring Institutions

The Gambia Public Procurement Authority (GPPA), has issued authorization certificates to the second batch of 27 procuring institutions, at the National Assembly on Tuesday 19th March 2024.

The authorization of the 27 procuring institutions by the GPPA signifies a paradigm shift in the authority’s approach to procurement governance. The initiative underscores the commitment of the GPPA to decentralization, efficiency and accountability in public procurement processes.

Ibrahim Sanyang, the Director of Procurement Policy and Operations at GPPA, said the Authority is created by an act of parliament purposely to regulate government procurement with all their operations guided by an act of the National Assembly. According to Sanyang, the core of the authorization program is designed to empower various government agencies and entities in the management of their procurement functions effectively, while adhering to the highest standards of transparency and integrity.

“By granting autonomy to these institutions, we aim to streamline procurement processes, enhance operational efficiency and promote greater responsiveness to the needs of our citizens,” he said, adding that it is crucial to recognize that increased autonomy comes with increased responsibility.

He said the success of the authorization programme hinges on strict adherence to established policies, procedures and regulatory frameworks governing public procurement.

“Therefore, it is imperative that authorized institutions prioritize compliance, accountability and ethical conduct in all their procurement activities,” he challenged.

Mr Sanyang said the authorization does not cover single source thresholds and said an authorization can be revoked if during the period, an authorized organization is found wanting.

Bai Ibrahim Joof, on behalf of GPPA Board Chairperson, said they are aware of the critical role that public procurement has in shaping the country’s economic landscape.

He said efficient and transparent procurement processes not only ensure the prudent use of public funds, but it also fosters an environment of conduciveness to economic growth and development. He said the GPPA through its steadfast commitment to promoting transparency, fairness and accountability in procurement practices, has been instrumental in safeguarding the interests of the citizens and stakeholders alike. He said the authority’s tireless efforts have undoubtedly contributed in enhancing public trust and confidence in their governance structure specifically in terms of transparency and the efficient use of public resources.

“The day is a significant milestone, as we enter the authorization of the second batch of institutions, to allow them manage their own procurement processes efficiently, without seeking prior approval from the GPPA,” he said.

Phoday M. Jaiteh, the Director of GPPA, described the day as another remarkable milestone in the evolution of Public Procurement in The Gambia. He said the authorization ceremony of the 2nd cohort comprising of 27 Procuring Organizations, is the realization of a vision for decentralization within the procurement landscape; That with the ceremony, the total number of authorized institutions increases to 30.

He said decentralization in Public Procurement brings forth a multitude of effects and impacts that is all poised to positively shape the efficiency and effectiveness of the country’s procurement processes.

“By empowering these institutions to conduct procurement at the institutional level without prior approval requests to the GPPA, we are not merely streamlining procedures but also fostering a culture of autonomy and accountability,” he said. He said the decentralization of accountability fosters a sense of ownership and responsibility, and ensures that public funds are judiciously used in accordance with established regulations and international best practices.

Ansumana Sanneh, Deputy Permanent Secretary at the Ministry of Finance said procurement process is the cornerstone of efficient governance and economic development.

“It is the mechanism through which public resources are allocated and utilized for the benefit of our citizens. Therefore, it is imperative that this process is conducted with the utmost transparency, integrity and efficiency,” Mr Sanneh said. He said the GPPA plays a pivotal role in ensuring that public procurement activities adhere to the highest standards of accountability and fairness, and said the authorization is not merely a formality, but a testament to the confidence placed in these institutions, to uphold the principles of good governance and stewardship of public resources.

DPS Sanneh, while congratulating the newly authorized procuring institutions for their success in attaining the procurement authority, urged them to embrace the responsibility wholeheartedly and strive for the continuous improvement in all procurement processes.
