QUESTION OF THE DAY
There is no doubt one cannot promulgate a new constitution that has reworked many provisions of the 1997 Constitution that are entrenched clauses without a referendum. A referendum would be absolutely essential to put any new constitution into force. This is why electoral reform is necessary to facilitate voter registration before the holding of a referendum.
