WILL CONSTITUTIONAL REFORM PRECEDE ELECTORAL REFORM?

Under the coalition transition agenda constitutional reform should have preceded electoral reform. To put electoral reform before constitutional reform is to put the cart before the horse.

Foroyaa has repeatedly warned that certain provisions in the Elections Bill contravene the present Constitution. Tomorrow’s editorial deals with one of the clauses of the Elections Bill that will be unconstitutional without constitutional reform just to prove that priority should have been given to promulgation of the Constitution  of the third republic or amendment of the Constitution of the second republic.

The government should thoroughly look at its legislative agenda so that the Constitution would not continue to be changed just to accommodate statutes that are made by the law makers.
