The body established by the state should have a legal status. It should be established by a stand alone Act or a commission inquiry in accordance.
Victims considered fit to be compensated by the TRRC have received letters indicating how much is offered to them. Many are still going up and down without knowing where they are to receive the sum due. The state needs to act with speed to close the gap between awarding compensation and receiving it.
