It is important to emphasise that having estimates of income and expenditure in the appropriation document of the country is not enough. How much of what is allocated is consumed for the purpose intended under the law must be accounted for on a periodic basis to ensure that money allocated is utilised to maintain the services that are needed.
During this session of the National Assembly, the Minister of Finance and Economic Affairs promised to lay a statement on budget implementation, but the promise did not materialize. The Minister owes the nation an explanation as to the cause of the postponement and to further reassure the nation of the issuing of a statement as soon as possible.
Budget execution must go along with assessment to keep it on track. Without assessment there can be no determination of whether the sums allocated are serving the intended purpose.
