Councils are duty collectors. They collect duties from vendors and drivers. Now that the central government is clearing roads and sidewalks, it is the duty of the councils to build kiosks in appropriate places and identify appropriate areas as car parks and enact by-laws to enable licensed vendors to operate under a very different environment fully protected by the law.
The vendors and taxi drivers are left in limbo. This is mainly due to lack of coordination between central government and the councils. When people want to be productive to earn a living, the central and local governments must cooperate to provide the enabling environment for them to be productive without affecting roads and sidewalks. We therefore hope social impact assessment of those affected will be quickly done and remedies provided to them so that they will have the environment to engage in productive endeavours.
