The Standing Orders of the National Assembly has to be respected, says Halifa Sallah, when this question was posed to him. He indicated that Standing Order 76 obliges a Bill that is introduced to be processed in accordance with its dictates. He emphasized that paragraph 2 of Standing Order 76 should be taken note of by the Attorney General and Minister of Justice, the Clerk and the Speaker.
It states that,
“If any interval of four months has elapsed between any two stages of a bill, without further action being taken on it, the bill shall be deemed to be withdrawn, unless the Assembly otherwise resolves.”
Halifa Sallah concluded that action on the Constitution of the Republic of The Gambia (Promulgation) Bill should be taken on time to complete the second reading, which was not dealt with in the first session of the National Assembly and has been postponed till the second session to be held in June.
