When Should The TRRC Submit Its Reports?

In answering this question we must first raise the question how many reports should the Truth Reconciliation and Reparations Commission (TRRC) submit.

The TRRC is required to submit two reports to the President. The first report is an interim report to be submitted one year after its establishment while the second is a comprehensive report containing its recommendations to the President.

In short, section 14 subsection (4) of the Truth Reconciliation and Reparations Commission Act, 2017 states:

“The Commission shall

(a) after one year of its establishment, submit an interim report to the President detailing its activities;

(b) after the end of its mandate –

(i)           prepare a comprehensive report which sets out its activities and findings based on factual and objective information and evidence collected, received by it or placed at its disposal; and

(ii)          make recommendations to the President with regard to the creation institutions conducive to the development of a stable and democratic society as well as the institutional, administrative and legislative measures which should be taken in order to prevent the commission of violations and abuses of human rights.”

The TRRC was inaugurated a year ago, on 15th October 2018, to be precise. So, it is presumed that they have already submitted their interim report or are in the process of doing so.
