Citizens have the right to exercise their freedom of association and assembly in their homes, at their verandas without interference. A person can only be arrested under section 19 of the Constitution if there is reasonable suspicion that he or she has committed or is about to commit a crime deserving prosecution.

Law enforcement officers should bear in mind that to arrest anyone without reasonable suspicion that he or she has committed or is about to commit an offence may lead high court action for redress if the aggrieved person chooses to go to court for unlawful arrest and detention.
