Even laymen could notice that the rain pattern have changed this year. Many rice fields have been inundated and food security may be under threat.

Land use must change as water swallows large areas which had been dry for decades bringing close to human settlements animals , insects and parasites of all sorts which could pose new dangers to human beings .

Water borne illnesses could also develop as ground water becomes contaminated.

Governments are established to mobilise the resources and expertise to address the problems of the people. The fitness of a government to govern depends entirely on its capacity to prevent problems or provide speedy solutions to them.

There is need for government to deploy experts with speed to deal with the outcome of unexpected down pour.
