The National Assembly seats quarterly to consider and pass bills, consider and ratify international agreements, consider and adopt reports that may be considered by members of the National Assembly and consider and debate on statements issued by the executive. This means that National Assembly members could not afford to miss a day without considering and dispensing matters put before the Assembly.

Recently the Speaker had addressed the members of cabinet and cautioned them to attend proceedings of the National Assembly. His words would not have meaning if the National Assembly members do not attend their own sessions. Hence the majority and minority leaders of the National Assembly should be able to convene meetings of their own members to discuss the quorum of National Assembly sessions.
