Section 30 paragraphs (a) and () of the Constitution states:
“All persons shall have the right to equal educational opportunities and facilities and with a view to achieving the full realisation of that right –
(a) basic education shall be free, compulsory and available to all; ….
(e) the development of a system of schools with adequate facilities at all levels shall be actively pursued.
Furthermore, section 214 subsections (3) and (4) stipulate the following:
“(I) The State shall endeavour to provide adequate educational opportunities at all levels of study for all citizens.
(2) The State shall pursue policies to ensure basic education for all citizens and shall endeavour to provide adequate resources so that tuition for such basic education shall be free for all citizens.”
The Constitution is very clearer on the responsibility of the state as far as the education of children is concerned.
Foroyaa has been reliably informed that a basic cycle school had its roof blown off during a severe thunder storm in July. The government had the whole holiday to repair the roof. Unfortunately up to the time of going to press the roof remained untouched. Parents are said to be asked to contribute to repair. We therefore hope that the education authorities will take the steps to repair the building as required by the Constitution.
