The public is informed that the chief of staff is acting as secretary general. Many people are confused about the two roles. What is known to the constitution is the secretary general serving as the head of the public service according to section 168 of the Constitution.
“(1) The President, acting in accordance with the advice of the Public Service Commission, shall appoint a person holding an office in the public service on permanent terms to be the Head of the Civil Service. The Head of the Civil Service shall be the competent authority for the Civil Service.
(2) The Head of the Civil Service shall not hold any other office of profit or emolument in the service of The Gambia.”
It is very significant that the president understands the Constitution he took oath to uphold without fear or favour, affection or ill will. Many observers would admit that the secretary general, who has left office, was almost absent in the public view.
