Some people are claiming that people in possession of appropriate documents required by law to be issued with ID Cards are being deprived of the document based on the discretion of the issuing authority.

This begs the question whether discretion should override the dictates of law. The answer is in the negative. Discretion must be circumscribed by law. Those who are given the order to issue ID cards on the basis of the production of certain documents should only act to the contrary if the validity of the documents is in question. In that instance the authority must inquire into the validity of the document by questioning the issuing authority.
