It is clear that countries with territorial waters can best stem irregular migration by having fishing vessels that will put the youth to work.
However development partners are keen in providing naval vessels to stem illegal migration instead of providing fishing trawlers to provide jobs for the youth. It is not clear whether the problem lies in governments not requesting for trawlers or development partners not being keen in providing them. Either way, those who prefer naval vessels to stem crime to fishing trawlers to provide jobs are putting the cart before the horse.
