NARI is producing seeds. The market demand for seeds must be satiable by NARI. The demand for fertilizer should also be adequately addressed.

In the same vein the prices and tonnage of the crops in the international market should be quantified. Finally the quantity of the crops to be sold should be assessed and agency responsible for purchasing them should be able to estimate the cost and benefits involved in the crop value chain.

Unless this is done, it will be difficult to assess whether a D500 million dalasi subsidy to lower the price of seeds and fertilizer would lead to the attainment of the required objective of enhancing crop production and yields as well as purchases by the National Food Security Processing and Marketing Corporation (formerly GGC).
