A salary is meant to enable the civil servant to be able to meet the basic needs for survival at the lowest level and should increase based on the quantity and quality of work done by a person to ensure greater comfort as the value of labour or service dictates.

There is need for a salary commission to look at the salary scales compared to the high cost of living and to regularize the huge gap between the government and other sectors in order to prevent staff attrition from the government side.
