The Emergency powers regulations give the Councils and the law enforcement officers primary role in their implementation.
Each council should therefore have a legal department aimed at preparing a checklist of the expectations of the councils in the implementation of the regulations.The same should apply to law enforcement agents.
The councils should rely on such expectations to prepare time bound programmes and cost them for implementation.
The councils are governments with capacity to prepare budgets, raise revenue and issue by laws. They should be as active as the CABINET during a state of emergency.
