The councils are undergoing tremendous strain because of lack of understanding or absence of rules of procedures that should guide their action. The Local Government Act has created institutions that should govern the operations of councils. What is important is the discharge of professional responsibilities in accordance with the dictates of the laws governing the operation of councils.
However whenever there is dispute in the interpretation of the law the police will have little power to intervene unless crime is committed. The real authority that should deal with the interpretation of the law is the supreme court of the land. Its interpretation of the law of the land is final. Those who disobey their orders could be held in contempt.
