A PROMISE OR A CONCRETE PLAN FOR CONSTITUTION BUILDING FOR THE THIRD REPUBLIC?

The five years of Barrow’s administration which started as a coalition government have elapsed without any success in the building of a constitution for the third republic. Two years into the second term of the Barrow administration, it is still not clear whether the government is making a promise or has come up with a time bound programme to bring about a constitution for the third republic.

The president has promised that a referendum will be held in 2024 on the subject matter. The solicitor general has stated that the Dr Ibn Chambas is leading a consultation including religious leaders on the subject matter. Their mandate however is still illusive and the timeline is not stated.

Constitution building is national matter and should not be restricted to executive and legislative interventions. The public should be well aware of what should be done in order to conduct advocacy programmes to ensure that what ought to be done is done when it should be done.
