Appearing before members of the Local Government Commission of Inquiry yesterday Monday, September 23, Jim Gaye, the Marketing Manager for vehicles at Quantum Net, gave a detailed supply of trucks issued to the Kanifing Municipal Council (KMC).
Mr Gaye told Commissioners that they first supplied nineteen trucks to the Council, with an additional four supplied after a different tender. He confirmed that all the trucks were delivered at once.
“We supplied nineteen compactor trucks for the Wards which are 6 by 4s because they are big trucks with 10 wheels. The four trucks were for the Council and these are two skip trucks, one skip bin truck, and one compactor truck,” the witness said.
Witness Gaye said the tender was done on December 28, 2018, adding Espace Motors is a trading name under Quantum Net. He affirmed that the agreement is in the name of both companies. He said the trucks were purchased from ‘Foton’ in China, the distributors of ‘Foton’.
The witness indicated that they do have an agreement with the ‘Foton’ company and at this juncture, the commission requested him to provide them with this agreement document as well as the communication they had with ‘Foton’, during the purchase of these trucks.
Witness Gaye said he does not know the unit in purchasing trucks, but said after their agreement with KMC, they ordered the trucks which they paid before delivery.
Lead Counsel Patrick Gomez asked him if they had purchased anything from ‘Foton’ before their contract with KMC.
Witness Gaye responded that he did not know, but could confirm later.
The witness was dismissed and asked to provide the commission with the documents they requested from him by Friday, September 27. The Commission equally informed him that he could be recalled anytime when needed.
