The ministry of basic and secondary education has made it categorically clear that no fees and other payments should be levied from grades one to twelve in government schools or those sponsored by government.

In order to avoid any conflict between the three stakeholders, it is necessary for the ministry to make it a requirement for each school to issue a memorandum to each student indicating what should be made available to them to attend their classes up to grade twelve. The media could then monitor implementation.
