According to the Constitutional Review Commission Decree a two thirds majority was required for the Constitution to come into force. This is different from what is required to amend an entrenched clause through a referendum. In short, an entrenched clause requires the participation of half of the registered voters and the approval of 75 percent of those who cast their votes in a referendum.

On the other hand, the Constitutional Review Commission Decree made it a requirement for a two thirds majority for the 1997 Constitution itself which was the standard practice in the past.
