First and foremost, no curfew has been declared. Hence, there is freedom of movement of people and transport. Secondly, security check points come with the establishment of barricades which slows down speed    and alerts drivers through a notice board with reflectors that they are heading towards a check point. Thirdly, security check points are established in areas going to the residence of state officials holding sensitive posts or where there are sensitive installations. Furthermore, security personnel should know what to do when a taxi fails to stop. Shooting at the passengers is clearly not a legal option. Shooting to kill the driver is clearly not an option. There should be no shoot to kill policy in any country where human beings are treated as human beings and not as wild beasts. Who shot Ya Binta Jarju and why?
