The President of the Republic has finally acknowledged that a tax revenue base is unsustainable. He has therefore indicated to expand the non-tax revenue base.
In the past, governments that refused to accept the scientifically proven development blue print of creating sovereign wealth by building a productive public sector income generation base sought to increase the non-tax revenue base by introducing higher hospital fees, school fees and other fees and thus shift the burden from the domain of increased taxation to the domain of cost recovery for government services.
The budget speech is tomorrow. The Gambian people should listen carefully to the minister of finance as he delivers his budget speech. As the government has already indicated grants from development partners are dwindling. Taxation is already over stretched. Will the government introduce cost recovery for government services in hospitals and other public sectors?
