Time is of the essence. A third republic is inconceivable without a republican constitution.
Without a referendum the constitution of a third republic cannot replace the constitution of the second republic.
At this stage of the constitutional reform process there is need for the Independent Electoral Commission to be given all the capacity necessary to be able to register voters and hold a referendum before the end of 2020. The Commission should therefore complete its electoral review process so that an Electoral Act could be promulgated to enable the commission to conduct registration of voters and hold a referendum.
