ARE THE MINISTERS ATTENDING COMMITTEE SESSIONS TO DEFEND THEIR BUDGETS?

Section 81 subsection (1) of the Constitution states:

“Where the Vice-President or a ministers has been  charged with responsibility for any department of the Government, he or she shall exercise general direction and control over that department….”

Section 77 subsection (4) requires them to be engaged with the National Assembly members to deal with all matters relating to their ministries. The subsection reads:

“The Vice-President or a minister shall, when requested by the National Assembly, report to the National Assembly on any matter concerning a department or other business of Government committed to his or her charge, and shall be entitled to attend and speak in the National Assembly whenever any Bill or other matter concerning such department or business is being debated.”
