Stability and order is conceived in different ways by people who conceive threat to state security in different ways.
Some conceive concessions to demonstrators as a sign of the weakness of a state which others would exploit to create more instability.
Others conceive demonstrators as a heterogeneous group with different objectives which tend to be revisited overtime.
A Democratic state would always avoid using coercive means to maintain order which carries the risk if injuring and killing others.
The best security is to create an environment for peaceful expression of grievances and diligent effort by the state to respond to them. In that regard, demands to address grievances should be reasonable and justifiable in a democratic society.
